You need to start considering what your characters' specialties are. That being said, Iryonin should NOT be running around popping fireballs out their mouths. Nor should they have supplemented strength, etc. Iryonin are not offensive characters, and based on what Tsunade has said, the majority of their training is spent mastering their chakra control and using that chakra control to aid in their healing. NOT training for chakra control, and then going ahead and making ten to the third Katon techniques. If an Iryonin is to have ANY sort of offensive technique, it'd probably come from their master of the body and those medical techniques they've learned. Take Kabuto for example, using Chakura no Mesu offensively, when it's a technique used in surgery.
I'd be inclined to start limiting Shosenjutsu and some other other variants of medical techniques, but that'd probably be too much to ask.
one.2 Going along with this same point, not many characters are jacks of all trades, and those that are are not spectacular at any field. If you want to be rolling around with big business techniques for the lulz, there should be some sort of specialization in the field. Examples are Kakashi and lightning techniques, and spatial manipulation to Naruto. If your character is focuses on Recon, give him or her techniques to further that orientation.
two Genin are not able to perform elemental jutsu. Unless you have some sort of training in your history, you will not be accepted for such, and even then, you won't be approved for powerful ones.
three Not every single jutsu you are going to make is going to kill someone through brute force. In the canon, people get slung around and get up completely fine. Therefore, stop thinking your own jutsu is going to cut off someone's head because a wire is involved, or your Katon is going to burn someone into a crisp, your lightning is going to bust through someone's chest, or your punch to the face is going to shatter someone's skull. The truth is, it's not, point blank period. Only a few higher ranking and concentrated techniques would be able to achieve such affects. Things relative to Chidori and the like.
four Stop thinking that because Naruto, Sakura, or anyone else from the manga can do something, you can. You are not those characters. Mostly everyone with a significant role in the manga is qualified to be call a genius. I'd hate to disappoint you all, but it's not common to be a genius. If you want to be a genius, develop some sort of story to justify it. I'm not going to be approving stuff for you under the justification that someone else can do it. They are them. You are you. Know your roll. ;[
