I've seen people registering passive abilities for their characters that, for all intents are purposes, are well out of their league. We are not allowing genius attributes for non genius characters. Barring a STELLAR profile, you will not be allowed these enhanced abilities from the get go. You will have to put effort in to developing your character IC, and prove that your character is above average. Otherwise, he or she will be considered average for his or her rank.
This means that we will not approve chakra control, speed, strength, ninjutsu skill, genjutsu skill, etc. that is inexplicably better than everyone else's. Saying you trained all your life in xyz in your history is not a reason for the jutsu staff to approve it. Anybody can say that. If you really want to be above average in your respective field of study, that effort needs to be reflected in IC. It may not be fun, but you're going to have to put out above average effort to be considered above average. We will generally be more lenient with Kage, lesser village leaders, and the like. Specialization in a particular field will play in to a much lesser extent; just because you choose to use solely suiton does not make you Kisame or Tobirama.

Just to clarify, since I see the question already being raised, this doesn't mean that you CANNOT register passive abilities. It means your passive abilities can't be beyond a certain level. You can run faster than most people if you want, but you can't run at the speed of light for no reason.
